Who is eligible for Nest?

Every household in Wales is eligible for Nest advice and support. Householders who own or privately rent their home, are in receipt of a means-tested benefit or living with specific health conditions, and living in
the most energy inefficient properties may be eligible for Nest funded home energy efficiency improvements.

Nest only accepts applications for residential properties; the property cannot have been used for business purposes 12 months prior to the application.

Properties which have previously benefited from a package of free home energy efficiency improvements under the Welsh Government Warm Homes programme are not eligible to receive any further
improvements at the same property.

What are the new health-based criteria?

If you or someone you live with has a chronic respiratory, circulatory or mental health condition and are living in an energy inefficient property (D, E, F or G rated) and on an income below defined thresholds you may be eligible for support. More information is available here.

Is there an age criteria for the scheme?

No, there is not an age criteria for householders applying to Nest.

How can you tell the rating of a property?

You do not need to know the efficiency rating before you call. Our advisors will ask you a number of questions over the phone to identify the property rating. Eligibility will not be confirmed until a Nest surveyor visits your property and undertakes an assessment.

Are privately rented properties eligible for energy efficiency improvements?

Householders who own or privately rent their property are eligible for Nest energy efficiency home improvements. However, in the case of privately rented property, landlord permission will need to be received prior to any work going ahead – we will manage the process to gain landlord permission.

  • A private landlord must be registered with Rent Smart Wales and be able to provide us with their registration number
  • A private landlord can refer a maximum of three properties to the Nest scheme
  • A private landlord will need to provide a valid gas safety record and send it to Nest once a property has been referred
  • Private tenants must have resided in the property for a minimum of six months prior to a Nest application
  • Private tenants must have a valid tenancy agreement with six months left to run, as a minimum
  • Private tenants will need to show proof of residency/address to the assessor to demonstrate they have been in the property for six months prior to application (e.g. utility bill or council tax bill) and a valid tenancy agreement

Will Nest improvements encourage private landlords to raise the rent they charge?

When a tenant applies to Nest, landlords who consent for home energy efficiency improvements to take place must sign a declaration form. This declaration imposes a condition that the rent must not be raised for at least 12 months following the installation of any energy efficiency improvements.

Quality Assurance and Audit

Pennington Choices has been awarded an initial three year Quality Assurance and Audit contract by Welsh Government following a competitive procurement to run from 1 July 2018 until 31 March 2021, with a possible extension to 31 March 2023. This contract requires Pennington Choices to undertake independent inspections at homes which receive support from the Nest scheme to quality assure the measures installed are compliant with contractual and industry standards. You may therefore be independently contacted by Pennington Choices.
